Drs. Sang-Bing Tsai and Wei Liu on Leading Open Access Journals

Being an Editor-in-Chief (EiC) of academic open access journals is not always a simple endeavor. We recently reached out to Drs. Sang-Bing Tsai of the International Engineering and Technology Institute and Wei Liu of Qingdao University, who are the EiCs of Journal of Organizational and End User Computing (JOEUC) and the International Journal of Information Technologies and Systems Approach (IJITSA ) to hear their thoughts, outlook, and mission for leading two open access journals.
The Journal of Organizational and End User Computing, indexed in Web of Science SSCI and SCIE, and Scopus, converted to open access in 2021, while the International Journal of Information Technologies and Systems Approach, indexed in Web of Science ESCI and Scopus, more recently converted to open access at the beginning of 2023.
What inspired you to become the Editor-in-Chief of the IGI Global journals JOEUC and IJITSA?
Drs. Tsai and Liu: In our opinion, the Editor-in-Chief of a successful journal is not an honor, but a scholarly service that entails a more important academic responsibility. Thus, we decided to become Editor-in-Chiefs when we realized that the responsibility and contribution of scholarship is not only to contribute innovative ideas as an author, but also as a navigator responsible for leading the direction of research on a topic. JOEUC and IJITSA have given us the opportunity and responsibility to promote the awareness and application of information technology in management studies.
To you, what are the most important attributes of your journals? What sets your journal apart from others?
Drs. Tsai and Liu: There are two important points of emphasis that make our journal, JOEUC in particular, seem more valuable for the research fields and scholars. First, we promote cutting-edge research topics oriented towards interdisciplinary convergence. In the current digital era, it is increasingly necessary for research in business information systems to be integrated with the new generation of information technologies such as artificial intelligence, cloud computing and ChatGPT, which contains important theoretical contributions and practical implications. Second, we grasp the delicate balance between quality and open access. High-quality studies need to be popularized in a way that make them intrinsic value more readily available. Both of these points have ensured that our journal has received increasing attention, as reflected in an impact factor that ranks it at the forefront of the field.

What does it mean for you to lead an open access journal where all new published content will be freely available worldwide?
Drs. Tsai and Liu: This means that we need to take on more responsibility and influence in this rapidly evolving research outreach, including: (1) assessing more research- and outreach-worthy outcomes to ensure that the journal’s academic quality and reputation are maintained and enhanced; (2) building and maintaining academic networks to attract higher quality contributors, reviewers and readers; and (3) promoting open access initiatives to facilitate the dissemination and sharing of scholarly knowledge to improve the effectiveness and efficiency of scholarly communication.

Who will benefit from the open access research within JOEUC and IJITSA?
Drs. Tsai and Liu: Both authors and readers of the journal will benefit from the open access model. For authors, open access can help provide a more transparent and convenient way for authors to disseminate and share their latest scholarly work, in order to enhance the exchange of scholarly knowledge and collaboration and innovation with the academic community. For readers, they can access high-quality scholarly resources and the latest scientific evidence and insights without cost, which promotes the development of scholarship, scientific literacy, the quality of science communication and sustainable progress and innovation in society.
What is your outlook on Open Access research in the future as more mandates are put in place and more publications take up the open access model of publishing?
Drs. Tsai and Liu: As an Editor-in-Chief of an open access journal, we expect that the open access model will provide wider knowledge sharing opportunities for the global academic community, with scholars freely accessing and reading open access publications regardless of their geographic location, economic conditions or institutional background, which will help to remove information barriers and facilitate global academic collaboration and knowledge flow. We expect the open access model to increase research reproducibility and transparency, and encourage the sharing of research data, code and methods, which is essential for the reliability and advancement of research. We expect the open access model to spawn new evaluation metrics and quality assurance mechanisms to suit the needs of research assessment in an open access environment. We also look forward to the development of technologies and platforms related to open access publishing, including more efficient publishing processes, open access journal management systems and improvements to open access platforms to provide better user experience and functionality.
Are there any trending/niche research areas that you are looking for in the articles submitted to your journal? What are some future directions for your research?
Drs. Tsai and Liu: We hope that the journals JOEUC and IJITSA will be pioneers in the cross-disciplinary integration of business information systems with the new generation of information technology, and we encourage scholars to reflect on how the latest information technology developments drive the practice and understanding of business activities through the management paradigm. In particular, JOEUC focuses more on the impact of information technology on organizations and end users, while IJITSA emphasizes a more systematic interdisciplinary and/or a multi-methodology research perspective.

What advice do you have for researchers seeking to publish academic research in this field?
Drs. Tsai and Liu: Without going into specifics on the academic topics suggested, I would only suggest that potential contributors could pay more attention to the social-practical properties of information technology. On the one hand, as a journal that emphasizes cross-disciplinary integration, we hope that contributors can explore more the practical logic embedded in information technology itself rather than just a theoretical concept, so that our research can also be more useful in supporting the policy-making and decision-making of practitioners at the societal level, and in promoting sustainable development and social progress. On the other hand, the open access model also explicitly requires authors to focus more on cutting-edge research topics for discussion and innovation, so that more socially relevant research can help contributors become potential social opinion leaders to promote their research ideas.
How would you suggest researchers utilize the content from this journal that is freely accessible?
Drs. Tsai and Liu: Compared to the traditional journal subscription model, open access helps researchers to have better access to the full research content rather than just titles and abstracts, which helps to enable more equitable scholarly sharing and communication. More importantly, it will also help break down barriers to academic resources at institutions, and will give some institutions and their researchers who lack academic subscription resources more opportunities to read the latest research outcomes, understand the direction of the frontier and improve their research expertise.

About Dr. Sang-Bing Tsai

Sang-Bing Tsai is currently the Professor at Wuyi University, China. He is the fellow at International Engineering and Technology Institute (IETI). Dr. Tsai is the Editor-in-Chief for the Journal of Organizational and End User Computing and International Journal of Information Technologies and Systems Approach. His recent research interests in Computer Science, Big Data, Green Operation and Applied Mathematics. He has well over 200 published peer-reviewed journal articles.

About Dr. Wei Liu

Wei Liu is currently the Distinguished Professor at the Business School, Qingdao University, Postgraduate Supervisor in International Business, He is also duly elected a Fellow of the Royal Society of Arts (RSA), and Full Member of the Sigma Xi. He studied in Harbin Institute of Technology for his bachelor degree and the University of Sydney for his doctoral degree. He has published numerous peer-reviewed articles that appeared in refereed journals, including Technological Forecasting & Social Change (SSCI Q1), Emerging Markets Review (SSCI Q1), Finance Research Letters (SSCI Q1), One Earth (Cell Press), and others. In addition, he published an academic book in English and participated in references such as AOM annual meetings, AIB annual meetings. He has served as editors and guest editors in International Journal of Technology Management, European Journal of International Management, Journal of Organizational and End User Computing, and others, and referees in journals such as Business & Society, Journal of Business Research, and China Economic Review.
